I have the honour to acknowledge your letter of

the 22nd instant in regard to a British submarine firing

at and attacking the China Merchant Steamer S.8. Irene

in which you request that the pirates' nest at Bias Bay

be at once attacked and exterminated. I would observe

that brigand a most unlawfully seized possession of the

ship in question and I have instructed the authorities

concerned to devise a method of attacking the pirates

but as regards the seizure of the Irene I have not yet

received any report describing the circumstances from

those concerned and I have therefore instructed the

District Magistrate to investigate the true facts

after which the matter can be dealt with.
